After the proclamation of Kosovo independence, majority of Serbs were rightfully outraged and disappointed with the hypocrisy and double standards of the Western powers ('Kosovo is a special case'). And while the majority of them expressed their disagreement and anger in a dignified and civilized manner, there were groups of hooligans, ultra-nationals and thugs who abused the situation and engaged in what they love to do: destruction, aggression, fights, looting, etc. What is characteristic for this wave of riots, however, is that it was explicitly justified and organised by part of Serbian government including Prime Minister Kostunica and Ministers Ilic, Samardzic and Loncar.
